Amends the Illinois Vehicle Code and the State Finance Act. Creates the Mesothelioma Awareness Fund. Provides for the issuance of Mesothelioma Awareness license plates. Provides that, in addition to the appropriate registration fees, an applicant for the special plate shall be charged an original issuance fee of $40 and a fee of $27 for each renewal. Provides that $25 of the additional original issuance fee and $25 of the renewal fee shall be deposited into the Mesothelioma Awareness Fund. Provides that $15 of the original issuance fee and $2 of the renewal fee shall be deposited into the Secretary of State Special License Plate Fund. Provides that, subject to appropriation by the General Assembly and approval by the Secretary of State, all moneys in the Mesothelioma Awareness Fund shall be paid to the Illinois Department of Public Health for the purpose of grants for research, education, and awareness regarding mesothelioma. |

| represented in the General Assembly:

| Section 5. The State Finance Act is amended by adding |

| Section 5.712 as follows: |

| (a) The Secretary, upon receipt of an application made in |

| the form
prescribed by the Secretary, may issue special |

| registration plates
designated as Mesothelioma Awareness |

| license plates. The special plates
issued
under this Section |
16 |
| shall be affixed only to passenger vehicles of the first
|
17 |
| division and motor vehicles of the second division weighing not |
18 |
| more than
8,000 pounds. Plates issued under this Section shall |
19 |
| expire according
to the multi-year procedure established by |
20 |
| Section 3-414.1 of this Code.
