    AMENDMENT NO. ______. Amend Senate Bill 43 on page 23, by

inserting immediately below line 3 the following:

    "Section 98. Applicability. The changes made by this 
5
amendatory Act of the 96th General Assembly apply only to 
6
public works projects in Enterprise Zones and tax increment 
7
financing districts created  on or after the effective date of 
8
this amendatory Act of the 96th General Assembly.".
