| AN ACT concerning local government.
|

| Be it enacted by the People of the State of Illinois, |
3 |
| represented in the General Assembly:
|

| Section 5. The Counties Code is amended by adding Section |
5 |
| 5-1131 as follows: |
6 |
| (55 ILCS 5/5-1131 new) |
7 |
| Sec. 5-1131. Americans with Disabilities Act coordinator; |
8 |
| publication. |
9 |
| (a) Within 90 days after the effective date of this |
10 |
| amendatory Act of the 96th General Assembly, each county that |
11 |
| maintains a website must post on the county's website the |
12 |
| following information: |
13 |
| (1) the name, office address, and telephone number of |
14 |
| any Americans with Disabilities Act coordinator employed |
15 |
| by a public entity within the boundaries of the county but |
16 |
| outside of any municipality; and |
17 |
| (2) the grievance procedures adopted by a public entity |
18 |
| within the boundaries of the county, but outside of any |
19 |
| municipality, to resolve complaints alleging a violation |
20 |
| of Title II of the Americans with Disabilities Act. |
21 |
| (b) If a county does not maintain a website, the county |
22 |
| must, within 90 days after the effective date of this |
23 |
| amendatory Act of the 96th General Assembly, and at least once |

| each year thereafter, publish in either a newspaper of general |

| circulation within the county or a newsletter published by the |
3 |
| county and mailed to county residents the information required |
4 |
| in items (1) and (2) of subsection (a). |

| (c) No home rule county may adopt posting or publication |
6 |
| requirements that are less restrictive than this Section. This |
7 |
| Section is a limitation under subsection (i) of Section 6 of |
8 |
| Article VII of the Illinois Constitution on the concurrent |
9 |
| exercise by home rule units of powers and functions exercised |
10 |
| by the State. |
11 |
| Section 10. The Township Code is amended by adding Section |
12 |
| 85-60 as follows: |
13 |
| (60 ILCS 1/85-60 new)

| Sec. 85-60. Americans with Disabilities Act coordinator; |
15 |
| publication. |
16 |
| (a) Within 90 days after the effective date of this |
17 |
| amendatory Act of the 96th General Assembly, each township that |
18 |
| maintains a website must post on the township's website the |
19 |
| following information: |
20 |
| (1) the name, office address, and telephone number of |
21 |
| any Americans with Disabilities Act coordinator employed |
22 |
| by a public entity within the boundaries of the township |
23 |
| but outside of any municipality; and |
24 |

| adding Section 1-1-11 as follows: |

| Sec. 1-1-11. Americans with Disabilities Act coordinator; |
19 |
| publication. |
20 |
| (a) Within 90 days after the effective date of this |
21 |
| amendatory Act of the 96th General Assembly, each municipality |
22 |
| that maintains a website must post on the municipality's |
23 |
| website the following information: |
24 |
| (1) the name, office address, and telephone number of |

| this amendatory Act of the 96th General Assembly, and at least |

| once each year thereafter, publish in either a newspaper of |
12 |
| general circulation within the municipality or a newsletter |
13 |
| published by the municipality and mailed to residents of the |
14 |
| municipality the information required in items (1) and (2) of |
15 |
| subsection (a). |
16 |
| (c) No home rule municipality may adopt posting or |
17 |
| publication requirements that are less restrictive than this |
18 |
| Section. This Section is a limitation under subsection (i) of |
19 |
| Section 6 of Article VII of the Illinois Constitution on the |
20 |
| concurrent exercise by home rule units of powers and functions |
21 |
| exercised by the State.

| Section 90. The State Mandates Act is amended by adding |
23 |
| Section 8.33 as follows: |
