    Be it enacted by the People of the State of Illinois,

represented in the General Assembly:

    Section 5. The Unemployment Insurance Act is amended by

changing Section 3100 as follows:

    Sec. 3100. Saving
clause. The
The legislature reserves the 
8
power to amend or repeal this Act at any
time, and all rights, 
9
privileges or immunities conferred by this Act, or by
acts done

pursuant thereto, shall exist subject to such power.
