| AMENDMENT NO. ______. Amend Senate Bill 351 on page 2, by |

| replacing lines 18 through 21 with the following:

| "(c) Those who submit responses to invitations to bid on |
| 5 |
| State contracts shall not be given a period after the bid is |
| 6 |
| submitted to cure deficiencies in the bid under this Act, |
| 7 |
| unless mandated by federal law or regulation. This subsection |
| 8 |
| shall not be construed to prohibit a State agency from |
| 9 |
| encouraging vendors to increase Business Enterprise Program |
| 10 |
| participation in a bid after bid submission and opening.".
