AMENDMENT TO SENATE BILL 354

    AMENDMENT NO. ______. Amend Senate Bill 354 by replacing

everything after the enacting clause with the following:

    "Section 5. The Election Code is amended  by adding Section 
5
7-10.4 as follows:

    (10 ILCS 5/7-10.4  new)

    Sec. 7-10.4. Candidate for Governor; budget submission. 
8
Each candidate for Governor shall submit his or her version of 
9
the State budget for the upcoming fiscal year to the State 
10
Board of Elections on the same day that the Governor submits 
11
his or her budget to the General Assembly as required by the 
12
State Budget Law. A candidate's budget shall conform to the 
13
requirements set forth in the State Budget Law. By January 15 
14
of each even-numbered year, the Commission on Government 
15
Forecasting and Accountability shall prepare revenue and fund 
16
transfer estimates, in the same manner as required under the

State Budget Law, and report those estimates to each candidate 
2
for Governor. A candidate's budget shall be balanced based on 
3
those  revenue estimates. A candidate shall submit his or her  
4
budget in electronic form to the State Board of Elections. The 
5
Board shall post the candidate's  budget on its website under 
6
the name of the candidate.

    Section 99. Effective date. This Act takes effect upon 
8
becoming law.".
