AMENDMENT TO SENATE BILL 642

    AMENDMENT NO. ______. Amend Senate Bill 642 as follows:

in Section 5, Sec. 7, subsec. (c), immediately above the 
4
paragraph beginning "For the purposes", by inserting the 
5
following:

    "If the Board of Trustees exercises its power to borrow 
7
money under this subsection (c), then the Board is prohibited 
8
from using the proceeds of the debt issuance to pay any portion 
9
of the salary of those University employees whose salaries 
10
place them in the top 10% of wage earners at the University and 
11
who are not members of a collective bargaining unit. However, 
12
nothing in this subsection (c) prohibits the University from 
13
using the proceeds of the debt issuance to pay any portion of 
14
the salary of a University employee who is licensed to practice 
15
medicine in all of its branches and is employed for the primary 
16
purpose of practicing that profession at or for the 
17

in Section 10, Sec. 8, subdivision 13, immediately above the

paragraph beginning "For the purposes", by inserting the 
3
following:

        "If the Board exercises its power to borrow money under

    this item 13, then the Board is prohibited from using the

    proceeds of the debt issuance to pay any portion of the 
7
    salary of those University employees whose salaries place 
8
    them in the top 10% of wage earners at the University and 
9
    who are not members of a collective bargaining unit.

    However, nothing in this item 13 prohibits the University 
11
    from using the proceeds of the debt issuance to pay any 
12
    portion of the salary of a University employee who is 
13
    licensed to practice medicine in all of its branches and is 
14
    employed for the primary purpose of practicing that 
15

the paragraph beginning "For the purposes", by inserting the
