    AN ACT concerning public aid.

    Be it enacted by the People of the State of Illinois, 
3
represented in the General Assembly:

    Section 5. The Illinois Public Aid Code is amended by 
5
changing Section 8A-1 as follows:

    Sec. 8A-1. Legislative Intent. Because of the
the pervasive 
8
nature of public
assistance fraud and its negative effect on 
9
the people of the State of Illinois
and those individuals who 
10
need public assistance, the General Assembly declares
it to be 
11
public policy that public assistance fraud be identified and 
12
dealt
with swiftly and appropriately considering the onerous 
13
nature of the crime.
