| AMENDMENT NO. ______. Amend Senate Bill 1292, AS AMENDED, |

| by replacing Section 1 with the following:

| "Section 1. Legislative intention; assist our most |
| 5 |
| vulnerable citizens. It is the intention of the General |
| 6 |
| Assembly in enacting this legislation that, by applying |
| 7 |
| $2,230,000,000 of the net proceeds of the sale of general |
| 8 |
| obligation bonds authorized by this amendatory Act of the 96th |
| 9 |
| General Assembly to fund pension obligations of the State, an |
| 10 |
| equivalent amount will be made available for the State's |
| 11 |
| operational expenses, awards, grants, and permanent |
| 12 |
| improvements in these times of fiscal crisis to help fund |
| 13 |
| health and human service programs, including community-based |
| 14 |
| agencies that are associated with programs and other services |
| 15 |
| that provide assistance for those in need, to ensure that we |
| 16 |
| continue assisting the most vulnerable of our citizens.".
