Amends the Illinois Vehicle Code. Amends the Illinois Vehicle Code and the State Finance Act. Creates the Ducks Unlimited Fund as a special fund in the State treasury. Provides for the issuance of Ducks Unlimited license plates. Provides that in addition to the appropriate registration fees, an applicant for the special plate shall be charged a fee of $40 at original issuance and $27 at renewal. Provides that $25 of the additional original issuance fee and the renewal fee shall be deposited into the Ducks Unlimited Fund. Provides that $15 of the original issuance fee and $2 of the renewal fee shall be deposited into the Secretary of State Special License Plate Fund. Provides that, subject to appropriation by the General Assembly and approval by the Secretary of State, the moneys in the Ducks Unlimited Fund shall be paid as grants to fund wetland protection, enhancement, and restoration projects in the State of Illinois, to fund education and outreach for media, volunteers, members, and the general public regarding waterfowl and wetlands conservation, and to cover the reasonable cost for Ducks Unlimited special plate advertising and administration of the wetland conservation projects and education program.

| Be it enacted by the People of the State of Illinois,

| represented in the General Assembly:
|

| Section 5. The State Finance Act is amended by adding |
5 |
| Section 5.719 as follows: |

| Section 10. The Illinois Vehicle Code is amended by adding |

| Section 3-684 as follows: |

| Sec. 3-684. Ducks Unlimited license plates. |

| (a) The Secretary, upon receipt of all applicable fees and |
13 |
| applications
made in the form prescribed by the Secretary, may |
14 |
| issue special registration
plates designated as Ducks |
15 |
| Unlimited
license plates. The special plates issued under this |
16 |
| Section shall be affixed only to
passenger vehicles of the |
17 |
| first division or motor vehicles of the second
division |
18 |
| weighing not more than 8,000 pounds. Plates issued under this |
19 |
| Section shall expire according to the multi-year
procedure |
20 |
| established by Section 3-414.1 of this Code.

| (b) The design and color of the special plates shall be |
|

| wholly within the
discretion of the Secretary. Appropriate |
2 |
| documentation, as determined by the
Secretary, shall accompany |
3 |
| each application.
The Secretary may allow the plates to be |
4 |
| issued as vanity plates or
personalized plates under Section |
5 |
| 3-405.1 of this Code. The Secretary shall
prescribe stickers or |
6 |
| decals as provided under Section 3-412 of this Code.
|

| (c) An applicant for the special plate shall be charged a |
8 |
| $40 fee for
original issuance in addition to the appropriate |
9 |
| registration fee. Of this
fee, $25 shall be deposited into the
|
10 |
| Ducks Unlimited Fund and $15 shall be
deposited into the |
11 |
| Secretary of State Special License Plate Fund, to be used by
|
12 |
| the Secretary to help defray the administrative processing |
13 |
| costs.
|
14 |
| For each registration renewal period, a $27 fee, in |
15 |
| addition to the
appropriate registration fee, shall be charged. |
16 |
| Of this fee, $25 shall be
deposited into the
Ducks Unlimited |
17 |
| Fund and $2 shall be deposited into the
Secretary of State |
18 |
| Special License Plate Fund.
|
19 |
| (d) The Ducks Unlimited Fund is created as a special fund |
20 |
| in the State
