Amends the Covering ALL KIDS Health Insurance Act. Provides that the Department of Healthcare and Family Services shall permit private employers, as defined in the Day and Temporary Labor Services Act and doing business in Illinois, to enroll as unpaid application agents. Effective January 1, 2010.

| AN ACT concerning insurance.
|

| Be it enacted by the People of the State of Illinois,
|
3 |
| represented in the General Assembly:
|

| Section 5. The Covering ALL KIDS Health Insurance Act is |
5 |
| amended by changing Section 30 as follows: |
6 |

| Sec. 30. Program outreach and marketing. The Department may |
10 |
| provide grants to application agents and other community-based |
11 |
| organizations to educate the public about the availability of |
12 |
| the Program. The Department shall adopt rules regarding |
13 |
| performance standards and outcomes measures expected of |
14 |
| organizations that are awarded grants under this Section, |
15 |
| including penalties for nonperformance of contract standards. |

| The Department shall permit private employers, as defined in |
17 |
| the Day and Temporary Labor Services Act and doing business in |
18 |
| Illinois, to enroll as unpaid application agents.
