| AMENDMENT NO. ______. Amend Senate Bill 1506 by replacing |

| everything after the enacting clause with the following:

| "Section 1. Short title. This Act shall be known and may be |
| 5 |
| cited as the Health Carrier External Review Act.
|

| Section 5. Legislative findings and intent. The purpose of |
| 7 |
| this Act is to provide uniform standards for the establishment |
| 8 |
| and maintenance of external review procedures to ensure that |
| 9 |
| covered persons have the opportunity for an independent review |
| 10 |
| of an adverse determination or final adverse determination, as |
| 11 |
| defined in this Act.

| 12 |
| Section 10. The Illinois Insurance Code is amended by |
| 13 |
| changing Section 1 as follows:
|
