1     AN ACT concerning education.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The School Code is amended by changing Section
5 21-12 as follows:
 
6     (105 ILCS 5/21-12)  (from Ch. 122, par. 21-12)
7     Sec. 21-12. Printing; Seal; Signature; Credentials. All
8 certificates shall be printed by and and bear the signatures of
9 the chairman and of the secretary of the State Teacher
10 Certification Board. Each certificate shall show the
11 integrally printed seal of the State Teacher Certification
12 Board. All college credentials offered as the basis of a
13 certificate shall be presented to the secretary of the State
14 Teacher Certification Board for inspection and approval. The
15 regional superintendent of schools, however, has the duty,
16 after appropriate training, to accept and review all
17 transcripts for new initial certificate applications and
18 ensure that each applicant has met all of the criteria
19 established by the State Board of Education in consultation
20 with the State Teacher Certification Board.
21     Commencing July 1, 1999, each application for a certificate
22 or evaluation of credentials shall be accompanied by an
23 evaluation fee of $30 payable to the State Superintendent of

1 Education, which is not refundable, except that no application
2 or evaluation fee shall be required for a Master Certificate
3 issued pursuant to subsection (d) of Section 21-2 of this Code.
4 The proceeds of each $30 fee shall be paid into the Teacher
5 Certificate Fee Revolving Fund, created under Section 21-1b of
6 this Code; and the moneys in that Fund shall be appropriated
7 and used to provide the technology and other resources
8 necessary for the timely and efficient processing of
9 certification requests.
10     The State Board of Education and each regional office of
11 education are authorized to charge a service or convenience fee
12 for the use of credit cards for the payment of certification
13 fees. This service or convenience fee may not exceed the amount
14 required by the credit card processing company or vendor that
15 has entered into a contract with the State Board or regional
16 office of education for this purpose, and the fee must be paid
17 to that company or vendor.
18     When evaluation verifies the requirements for a valid
19 certificate, the applicant shall be issued an entitlement card
20 that may be presented to a regional superintendent of schools
21 for issuance of a certificate.
22     The applicant shall be notified of any deficiencies.
