Amends the Energy Assistance Act. Provides that if a participant in the energy assistance program resides in publicly supported housing, the compensation paid under the Act to the energy provider who supplied winter energy to the participant shall be paid on behalf of the owner of that publicly supported housing. Provides that "publicly supported housing" includes housing subsidized or developed with public funds provided under the Rental Housing Support Program Act. Effective immediately.

| Be it enacted by the People of the State of Illinois,
|

| represented in the General Assembly:
|

| Section 5. The Energy Assistance Act is amended by changing |
5 |
| Section 11 as follows:
|

| Sec. 11. Payments to Energy Providers. |

| (a) When an energy provider
supplies winter energy to a |
9 |
| participant and customer, the provider shall be
compensated by |
10 |
| the State of Illinois pursuant to rules promulgated by the
|
11 |
| Department. |

| (b) Notwithstanding any other provision of this Act, if a |
13 |
| participant in the energy assistance program under this Act |
14 |
| resides in publicly supported housing, the compensation paid |
15 |
| under this Act to the energy provider who supplied winter |
16 |
| energy to the participant shall be paid on behalf of the owner |
17 |
| of that publicly supported housing. For purposes of this |
18 |
| subsection, "publicly supported housing" includes, without |
19 |
| limitation, housing subsidized or developed with public funds |
20 |
| provided under the Rental Housing Support Program Act.
