| everything after the enacting clause with the following:

| "Section 5. The Energy Assistance Act is amended by |

| changing Section 11 as follows:

| (305 ILCS 20/11) (from Ch. 111 2/3, par. 1411)

| Sec. 11. Payments to Energy Providers. When an energy |

| provider
supplies winter energy to a participant and customer, |

| the the provider shall be
compensated by the State of Illinois |

| pursuant to rules promulgated by the
Department.
