AMENDMENT TO SENATE BILL 1643

    AMENDMENT NO. ______. Amend Senate Bill 1643 on page 8, 
3
immediately below line 12, by inserting the following:

    "(j) Each State agency whose lapse period extends through 
5
October 31 may be appropriated a separate line item in its 
6
annual fiscal year budget for liabilities incurred prior to 
7
June 30 of the previous fiscal year that are not expected to be 
8
paid by the end of the 4-month lapse period and to remain 
9
unpaid due to State agency processing delays. All vouchers for 
10
payment drawn from such an appropriation submitted to the 
11
Comptroller shall include a certification that includes a 
12
statement as follows: "I certify that the liabilities submitted 
13
herein for payment remained outstanding at the close of 
14
business on October 31 of the previous fiscal year due to State 
15
agency processing delays and not because of an attempt to 
16
bypass the fiscal year limitations under Section 25 of the 
17
State Finance Act."  For Departments under the Civil

Administrative Code of Illinois, the Director or Secretary of 
2
the Department from whose appropriation the payment is made or 
3
his or her designee shall execute the certification, in 
4
addition to any other certifications that may be required by 
5
law.   For purposes of this subsection (j), "State agency 
6
processing delays" means billing delays at a State agency 
7
caused by a prolonged eligibility determination process, 
8
changes in eligibility status, missing or lost invoices, 
9
billing errors, adjudicating medical or pharmaceutical claims, 
10
or other invoice processing delays that are not a result of a 
11
State agency attempting to bypass the fiscal year limitations 
12
provided under this Section.".
