Amends the Counties Code. Authorizes the county board of any county to acquire any improved or unimproved real property the acquisition of which is necessary for the rehabilitation or redevelopment of any "blighted or slum area". Provides that the county may use any property acquired for the public use of the county. Provides that a county may sell, lease, or exchange such property as is not required for the public purposes of the county. Defines "blighted or slum area".

| AN ACT concerning local government.

| Be it enacted by the People of the State of Illinois,
|
3 |
| represented in the General Assembly:
|

| Section 5. The Counties Code is amended by adding Section |
5 |
| 5-1131 as follows: |

| (55 ILCS 5/5-1131 new) |

| Sec. 5-1131. Acquisition of real property; blighted area. |
8 |
| The county board of any county shall have the following powers: |
9 |
| (1) to acquire by purchase, condemnation, or otherwise any |
10 |
| improved or unimproved real property the acquisition of which |
11 |
| is necessary or appropriate for the rehabilitation or |
12 |
| redevelopment of any blighted or slum area; (2) to remove or |
13 |
| demolish sub-standard or other buildings and structures from |
14 |
| the property so acquired; (3) to hold or use any of such |
15 |
| property for public uses; and (4) to sell, lease, or exchange |
16 |
| such property as is not required for the public purposes of the |
17 |
| county. |

| For the purposes of this section, "blighted or slum area" |
19 |
| means any area where buildings or improvements, by reason of |
20 |
| dilapidation, overcrowding, faulty arrangement or design, lack |
21 |
| of ventilation, light or sanitation facilities, deleterious |
22 |
| land uses, or any combination of these factors, are a detriment |
23 |
| to public safety, health, or morals.
