| "The State encourages all parties with the power to appoint |

| members to the Commission to take into account a broad range of |

| experience, including but not limited to experience in |

| government, small business ownership or management, civic or |
| 10 |
| community involvement, and advocacy of equal opportunity for |
| 11 |
| minorities, women, and the disabled in employment and |
| 12 |
| contracting."; and
