Amends the Seat of Government Act. Prohibits the expenditure of State moneys for the lease, purchase, construction, or remodeling of an office or facility located outside Springfield to be used for the conduct of State business except as authorized by a specific appropriation that identifies the location and the State business. Effective immediately.

| AN ACT concerning government.
|
| 2 |
| Be it enacted by the People of the State of Illinois,
|
| 3 |
| represented in the General Assembly:
|
| 4 |
| Section 5. The Seat of Government Act is amended by |
| 5 |
| changing Section 1 as follows:
|
| 6 |
| (5 ILCS 190/1) (from Ch. 123, par. 1)
|
| 7 |
| Sec. 1.
That the seat of government shall continue to be
at |
| 8 |
| Springfield, in the County of Sangamon, at which place all acts |
| 9 |
| shall be
done which are required to be done at the seat of |
| 10 |
| government: Provided,
that they may be done at some other |
| 11 |
| place, to be designated by the
Governor, when it is necessary |
| 12 |
| in consequence of pestilence or public
danger.

| 13 |
| No State moneys may be expended for the lease, lease |
| 14 |
| extension, purchase, construction, or renovation of an office |
| 15 |
| or other facility located outside of Springfield to be used for |
| 16 |
| the conduct of State business pursuant to a lease or contract |
| 17 |
| entered into on or after the effective date of this amendatory |
| 18 |
| Act of the 96th General Assembly except as authorized by a |
| 19 |
| specific appropriation that identifies the location of the |
| 20 |
| office or facility and the State business to be conducted |
| 21 |
| there. |
