| AMENDMENT NO. ______. Amend Senate Bill 2187 by replacing |

| everything after the enacting clause with the following:

| "Section 5. The Counties Code is amended by adding Section |

| 5-1131 as follows:

| Sec. 5-1131. Longwall coal mining. Notwithstanding any |
| 8 |
| provision of law to the contrary, no person or entity may |
| 9 |
| conduct or engage in longwall coal mining in Bond County or |
| 10 |
| Madison County before (i) the completion of an environmental |
| 11 |
| impact study and (ii) the county board enacts an ordinance |
| 12 |
| approving the use of longwall coal mining. For the purposes of |
| 13 |
| this Section, "longwall coal mining" means mining done under |
| 14 |
| hydraulic roof supports or shields that are advanced as the |
| 15 |
| seam is cut, in which a cutting head moves back and forth |
| 16 |
| across a panel of coal, where the cut coal falls onto a |
