AMENDMENT TO SENATE BILL 2282

    AMENDMENT NO. ______. Amend Senate Bill 2282 by replacing

everything after the enacting clause with the following:

    "Section 1. Short title. This Act may be cited as the the 
5
Private School Free Speech Act.

    Section 5. Restrictions prohibited.   Neither this State nor 
7
a county or municipality or other unit of local government, an 
8
organization, or an association in this State may establish any 
9
law, rule, ordinance, or restriction upon a private school in 
10
this State that would prohibit its right to free speech or 
11
exercise of religion with respect to that private school's 
12
building or property.  Neither this State nor a county or 
13
municipality or other unit of local government, an 
14
organization, or an association in this State may prohibit the 
15
exercise or expression of any message, religious or otherwise, 
16
prior to a sporting event or school event of the private

school, whether student led or faculty led or by any designee.

A private school in this State must not have any message, 
3
religious or otherwise, prayer by verbal communication, silent 
4
prayer, or announced prayer by an electronic method, such as a 
5
public address system, a loud speaker, or any electronic method 
6
that amplifies the voice, restricted.

    Section 99. Effective date. This Act takes effect upon 
8
becoming law.".
