SYNOPSIS AS INTRODUCED:
Make appropriations and reappropriations to the Board of Trustees of Eastern Illinois University for various purposes, including for ordinary and contingent expenses. Effective July 1, 2009.

AN ACT concerning appropriations and reappropriations.
Be it enacted by the People of the State of Illinois, represented in the General Assembly:
Section 5. The following named amounts, or so much thereof as may be necessary, respectively, for the objects and purposes hereinafter named, are appropriated to the Board of the Trustees of Eastern Illinois University to meet ordinary and contingent expenses for the fiscal year ending June 30, 2010:
Payable from the General Revenue Fund:
For Personal Services, including payment
to the university for personal services
costs incurred during the fiscal year
and salaries accrued but unpaid to academic
personnel for personal services rendered
during the 2009-2010 academic year......... $51,581,300
For Contractual Services....................... 1,000,000
For Commodities.................................. 300,000
For Equipment.................................... 500,000
For Telecommunications Services.................. 300,000
Total...................................... $53,681,300
Section 10. The sum of $4,250, or so much thereof as may be necessary, is appropriated from the State College and University Trust Fund to the Board of Trustees of Eastern Illinois University for scholarship grant awards, in accordance with Public Act 91-83.
Section 15. The sum of $1,346,621, or so much thereof as may be necessary and remains unexpended at the close of business on June 30, 2009, from a reappropriation heretofore made for such purpose in Article 38, Section 5 of Public Act 95-734, is reappropriated from the Capital Development Fund to the Board of Trustees of Eastern Illinois University to purchase equipment for the renovation and expansion of the Fine Arts Center. No contract shall be entered into or obligation incurred for any expenditure from the appropriation made in this Section until after the purpose and amounts have been approved in writing by the Governor.
Section 99. Effective date. This Act takes effect July 1, 2009.
