line 22, after "any", by inserting "structural"; and

on page 5, line 9, by deleting "contiguous"; and

on page 5, line 13, by deleting "contiguous"; and

on page 5, line 16, by deleting "contiguous"; and

on page 17, by replacing lines 16 through 18 with "or agency

thereof. However, the State or agency thereof or any unit of

local government shall not be required to pay any fees, nor".
