| Be it enacted by the People of the State of Illinois, |

| represented in the General Assembly:

| Section 5. The Illinois Century Network Act is amended by |

| changing Section 5 as follows:

| Sec. 5. Legislative findings and declarations. The

finds and declares:

| (1) That computing and communications technologies are |

| essential for
sustaining economic
competitiveness and |

| fostering the educational vitality of this State.
|
| 12 |
| (2) That there is an established need for a |
| 13 |
| telecommunications
infrastructure that will provide |
| 14 |
| high-speed, reliable, and cost-effective
digital |
| 15 |
| connections throughout the State.

| 16 |
| (3) That a network is required that will deliver |
| 17 |
| educational programs,
advanced training, and access to the |
| 18 |
| growing global wealth of information
services to citizens |
| 19 |
| in all parts of this State.
