| AN ACT concerning regulation.

| Be it enacted by the People of the State of Illinois,
|
| 3 |
| represented in the General Assembly:
|
| 4 |
| Section 5. The Nursing Home Care Act is amended by changing |
| 5 |
| Section 3-101 as follows:
|
| 6 |

| Sec. 3-101.
The Department shall shall establish a |
| 8 |
| comprehensive system of
licensure for facilities in accordance |
| 9 |
| with this Act for the purposes of:
|
| 10 |
| (1) Protecting the health, welfare, and safety of |
| 11 |
| residents; and
|
| 12 |
| (2) Assuring the accountability for reimbursed care |
| 13 |
| provided in certified
facilities participating in a federal or |
| 14 |
| State health program.
