| AN ACT concerning State government.
|

| Be it enacted by the People of the State of Illinois,
|

| represented in the General Assembly:
|

| Section 5. The State Comptroller Act is amended by adding |
| 5 |
| Section 24.5 as follows:
|

| (15 ILCS 405/24.5 new) |
| 7 |
| Sec. 24.5. Reports of unfunded programs. By each October 1, |
| 8 |
| each State agency under the jurisdiction of the Governor shall |
| 9 |
| report to the Comptroller all of that agency's programs and |
| 10 |
| program expansions created by State statute that have been |
| 11 |
| unfunded for the previous 3 fiscal years. Beginning in 2012, by |
| 12 |
| January 1 of each year the Comptroller shall file with the |
| 13 |
| Governor and General Assembly his or her compilation of the |
| 14 |
| information reported by State agencies under this Section in |
| 15 |
| the preceding calendar year.
