| AMENDMENT TO SENATE BILL 3281

| AMENDMENT NO. ______. Amend Senate Bill 3281 by replacing |

| everything after the enacting clause with the following:

| "Section 5. The State Comptroller Act is amended by adding |

| Section 24.5 as follows:

| (15 ILCS 405/24.5 new) |

| Sec. 24.5. Reports of unfunded programs. By each October 1, |
| 8 |
| each State agency under the jurisdiction of the Governor may |
| 9 |
| report to the Comptroller, and post on the agency's official |
| 10 |
| Internet website or on the official Internet website of the |
| 11 |
| Office of the Governor if the agency does not have an official |
| 12 |
| website,
all of that agency's programs and program expansions |
| 13 |
| created by State statute that have been unfunded for the |
| 14 |
| previous 3 fiscal years. Beginning in 2012, by January 1 of |
| 15 |
| each year the Comptroller shall post on his or her official |
| 16 |
| Internet website his or her compilation of the information |
