Amends the General Assembly Operations Act. Provides that each bill, including all amendments and conference committee reports to that bill, making appropriations from the General Revenue Fund must be filed with the Secretary of the Senate or the Clerk of the House, as applicable, at least 7 calendar days before final legislative action by the General Assembly prior to presentation to the Governor. This restriction does not apply to amendments or conference committee reports that make only technical or non-substantive changes or to supplemental appropriations. Effective immediately.

| AN ACT concerning the legislature.
|

| Be it enacted by the People of the State of Illinois,
|

| represented in the General Assembly:
|

| Section 5. The General Assembly Operations Act is amended |
5 |
| by adding Section 8 as follows: |

| (25 ILCS 10/8 new) |

| Sec. 8. GRF appropriation bills; filed 7 days. Each bill, |
8 |
| including all amendments and conference committee reports to |
9 |
| that bill, making appropriations from the General Revenue Fund |
10 |
| must be filed with the Secretary of the Senate or the Clerk of |
11 |
| the House, as applicable, at least 7 calendar days before final |
12 |
| legislative action by the General Assembly prior to |
13 |
| presentation to the Governor. This restriction does not apply |
14 |
| to amendments or conference committee reports that make only |
15 |

| Section 99. Effective date. This Act takes effect upon |
