| Be it enacted by the People of the State of Illinois,
|
| 3 |
| represented in the General Assembly:
|

| Section 5. The Pyrotechnic
Distributor and
Operator |

| Licensing Act is amended by changing Section 30 as follows:
|

| Sec. 30. Rules. The The State Fire Marshal shall adopt all |
| 8 |
| rules necessary to
carry out its responsibilities under this |
| 9 |
| Act including
rules requiring the
training, examination, and |
| 10 |
| licensing of production companies, pyrotechnic distributors |
| 11 |
| and lead pyrotechnic operators. The
rules of the State Fire
|
| 12 |
| Marshal shall be based upon nationally recognized standards |
| 13 |
| such as
those of the National Fire Protection Association |
| 14 |
| (NFPA) 1123 guidelines for
outdoor displays, NFPA 1126 for |
| 15 |
| proximate audience displays, NFPA 160 for flame effect |
| 16 |
| displays, and NFPA 140 for motion picture and television |
| 17 |
| production studio soundstages, approved production facilities, |
| 18 |
| and production locations. The State Fire Marshal shall conduct |
| 19 |
| the training and examination of pyrotechnic operators and |
| 20 |
| pyrotechnic distributors or may delegate the responsibility to |
| 21 |
| train and examine pyrotechnic distributors and operators to the |
| 22 |
| Department of Natural Resources.
