| programs in accordance with this Section and any rules |

| adopted by the State Board of Education. |

| (2) Prepare candidates to meet approved standards for |
4 |
| principal skills, knowledge, and responsibilities, which |
5 |
| shall include a focus on instruction and student learning |
6 |
| and which must be used for principal professional |
7 |
| development, mentoring, and evaluation. |
8 |
| (3) Include specific requirements for the selection |
9 |
| and assessment of candidates, partnerships with public |
10 |
| schools in this State, training in the evaluation of staff, |
11 |
| and an internship. |
12 |
| (c) In order to obtain the principal endorsement |
13 |
| established under this Section, an individual must |
14 |
| successfully complete an approved principal preparation |
15 |
| program established pursuant to this Section, hold a master's |
16 |
| degree or higher, and have a minimum of 4 years of teaching or |
17 |
| school service personnel experience on a valid certificate; |
18 |
| however, the State Board of Education may, by rule, allow for |
19 |
| fewer than 4 years of experience based on performance |
20 |
| evaluations. |
21 |
| (d) No candidates may be admitted to an approved general |
22 |
| administrative preparation program after September 1, 2012. |
23 |
| Institutions of higher education currently offering general |
24 |
| administrative preparation programs may no longer entitle |
25 |
| principals with a general administrative endorsement after |
26 |
| June 30, 2014. |

| (e) Candidates successfully completing principal |
2 |
| preparation programs established pursuant to this Section |
3 |
| shall obtain a principal endorsement on an administrative |
4 |
| certificate and are eligible to serve as a principal or |
5 |
| assistant principal. Beginning on July 1, 2014, the current |
6 |
| general administrative endorsement must no longer be issued for |
7 |
| principals. Individuals holding the general administrative |
8 |
| endorsement prior to July 1, 2014 shall continue to be able to |
9 |
| serve as principals or assistant principals or hold any |
10 |
| positions that they were qualified to hold prior to the |
11 |
| principal endorsement taking effect under this Section. If an |
12 |
| individual holding a valid and registered general |
13 |
| administrative endorsement wishes to receive the principal |
14 |
| endorsement established pursuant to this Section, he or she may |
15 |
| complete one of the following pathways: |
16 |
| (1) Take a State principal assessment developed by the |
17 |
| State Board of Education. If such an individual passes the |
18 |
| State principal assessment, he or she shall receive the new |
19 |
| principal endorsement and does not need to complete a new |
20 |
| principal preparation program. |
21 |
| (2) Through July 1, 2018, complete an Illinois |
22 |
| Administrators' Academy course designated by the State |
23 |
| Board of Education upon the recommendation of the State |
24 |
| Superintendent of Education. If such an individual |
25 |
| successfully completes the Illinois Administrators' |
26 |
| Academy course, he or she shall receive the new principal |

| (3) Complete the new principal preparation program. |
4 |
| (f) To the extent that any provision in this Section |
5 |
| conflicts with Section 21-7.1 of this Code, this Section shall |
6 |
| govern. |
7 |
| (g) The State Board of Education may adopt rules necessary |
8 |
| to implement and administer principal preparation programs |
9 |
| under this Section.

10 |
| Section 99. Effective date. This Act takes effect upon |
11 |
| becoming law.".
