| AN ACT concerning finance.
|

| Be it enacted by the People of the State of Illinois,
|
| 3 |
| represented in the General Assembly:
|
| 4 |
| Section 1. Short title. This Act may be cited as the |
| 5 |
| Taxpayer Transparency Act.
|
| 6 |
| Section 5. Public availability; General Revenue Fund |
| 7 |
| appropriations. A bill making an appropriation from the General |
| 8 |
| Revenue Fund may not be considered
for final passage by either |
| 9 |
| the House of Representatives or the
Senate unless a copy of |
| 10 |
| that bill, in its final form, has been
made conveniently |
| 11 |
| available to the public on the General Assembly's Internet
|
| 12 |
| website for at least 4 calendar days before final legislative |
| 13 |
| action by the General Assembly prior to presentation to the |
| 14 |
| Governor. This restriction does not apply to amendments or |
| 15 |
| conference committee reports that make only technical or |
| 16 |
| non-substantive changes or to supplemental appropriations.

| Section 99. Effective date. This Act takes effect upon |
| 18 |
| becoming law.
