| AMENDMENT TO SENATE BILL 3622

| AMENDMENT NO. ______. Amend Senate Bill 3622 by replacing |

| everything after the enacting clause with the following:

| "Section 1. Short title. This Act may be cited as the |

| Taxpayer Transparency Act.

| Section 5. Public availability; General Revenue Fund |
| 7 |
| appropriations. A bill making an appropriation from the General |
| 8 |
| Revenue Fund may not be considered
for final passage by either |
| 9 |
| the House of Representatives or the
Senate unless a copy of |
| 10 |
| that bill, in its final form, has been
made conveniently |
| 11 |
| available to the public on the General Assembly's Internet
|
| 12 |
| website for at least 4 calendar days before the bill is |
| 13 |
| considered for
final passage by the first chamber to consider |
| 14 |
| the bill in its final form. This restriction does not apply to |
| 15 |
| amendments or conference committee reports that make only |
| 16 |
| technical or non-substantive changes or to supplemental |
