    AN ACT concerning utilities.

    Be it enacted by the People of the State of Illinois,

represented in the General Assembly:

    Section 5. The Public Utilities Act is amended  by adding 
5
Section 13-710 as follows:

    (220 ILCS 5/13-710 new)

    Sec. 13-710. Wireless early termination  fees. Wireless 
8
carriers shall prorate early termination fees over the term of 
9
a wireless consumer's contract.  As used in this Section, "early 
10
termination fees" means any charge, fee, or other cost that is 
11
levied, assessed, or otherwise imposed on a wireless consumer 
12
for rescinding a contract with the wireless carrier.

    Section 99. Effective date. This Act takes effect upon 
14
becoming law.
