| AMENDMENT NO. ______. Amend Senate Bill 3660, AS AMENDED, |

| in Article 1, by inserting Section 1-30 in its proper numeric |

| sequence as follows:

| "Section 1-30. Authority to make reductions. |
| 6 |
| Notwithstanding any other provision of law to the contrary, |
| 7 |
| each State agency is authorized to limit, reduce, or adjust |
| 8 |
| payments and co-pays, as necessary to implement State fiscal |
| 9 |
| year 2011 appropriations or contingency reserves as designated |
| 10 |
| by the Governor, to the extent permitted by federal law. Any |
| 11 |
| such adjustment, reduction, or limitation implemented pursuant |
| 12 |
| to this Section shall expire on July 1, 2011.".
