| AN ACT concerning local government.
|

| Be it enacted by the People of the State of Illinois,
|

| represented in the General Assembly:
|

| Section 5. The River Edge Redevelopment Zone Act is amended |
| 5 |
| by adding Section 10-10.1 as follows:
|

| Sec. 10-10.1. Utility facilities. It remains the policy of |
| 8 |
| the State that the cost of supplying public utility services is |
| 9 |
| allocated to those who cause the costs to be incurred. This |
| 10 |
| policy requires an entity engaging in economic redevelopment to |
| 11 |
| pay all costs to relocate utility facilities on property that |
| 12 |
| the utility owns in areas that have been designated for |
| 13 |
| economic redevelopment. For the purposes of this Section, |
| 14 |
| "public utility" shall have the same meaning as provided in |
| 15 |
| Section 3-105 of the Public Utilities Act.

| Section 99. Effective date. This Act takes effect upon |
| 17 |
| becoming law.
