| AN ACT concerning local government.

| Be it enacted by the People of the State of Illinois,
|

| represented in the General Assembly:
|

| Section 5. The Park District Code is amended by adding |
| 5 |
| Section 4-4c as follows:
|

| Sec. 4-4c. Additional or supplemental budget. To take |
| 8 |
| advantage of the increased limiting rate for levy year 2009 |
| 9 |
| approved by a majority of voters voting on the proposition at |
| 10 |
| the general primary election held on February 2, 2010, the |
| 11 |
| Board of Park Commissioners of the Park District of Forest Park |
| 12 |
| may adopt an additional or supplemental budget under the sole |
| 13 |
| authority of this Section by a vote of a majority of the full |
| 14 |
| membership of the board, any other provision of this Article to |
| 15 |
| the contrary notwithstanding, in and by which the additional or |
| 16 |
| supplemental budget the board shall appropriate the additional |
| 17 |
| sums of money as it may find necessary to defray expenses and |
| 18 |
| liabilities of the district to be incurred for corporate |
| 19 |
| purposes of the district during that fiscal year, but not in |
| 20 |
| excess of the additional funds estimated to be available by the |
| 21 |
| voted increased limiting rate for levy year 2009. The |
| 22 |
| additional or supplemental budget shall be regarded as an |
| 23 |
| amendment of the annual budget for the fiscal year in which it |
