1 | AN ACT concerning local government.
| ||||||
2 | Be it enacted by the People of the State of Illinois, | ||||||
3 | represented in the General Assembly:
| ||||||
4 | Section 5. The Civic Center Code is amended by changing | ||||||
5 | Section 205-45 as follows:
| ||||||
6 | (70 ILCS 200/205-45)
| ||||||
7 | Sec. 205-45. Board of Commissioners. The governing and | ||||||
8 | administrative body of the Authority shall be a Board
of | ||||||
9 | Commissioners consisting of 7 members to be appointed by the
| ||||||
10 | Mayor
of the City of Peoria with the advice and consent of the | ||||||
11 | City Council.
Within 10 days of such appointments, the Mayor of | ||||||
12 | the City of
Peoria
shall file with the City Clerk a certificate | ||||||
13 | of appointment for each
commissioner so appointed. Upon such | ||||||
14 | filing, the persons so appointed shall
constitute the Board of | ||||||
15 | Commissioners of the Peoria Civic Center Authority
and upon | ||||||
16 | taking the oath of office as hereinafter provided shall be | ||||||
17 | deemed
to have qualified and to be empowered to exercise the | ||||||
18 | powers and authority
prescribed in this Article.

19 | The initial terms of such Commissioners shall be 2 terms | ||||||
20 | for
5
years, 2 terms for 4 years and one term for each of
3 | ||||||
21 | years, 2
years and one year respectively. The length of the | ||||||
22 | term of the first
Commissioners shall be determined by lots at | ||||||
23 | their first meetings. The
initial terms of office of |

1 | Commissioners who are to so hold office shall
continue until | ||||||
2 | July 1, which next follows the expiration of the respective
| ||||||
3 | periods from the date of the filing of the certificate of | ||||||
4 | appointments in
the office of the City Clerk, as aforesaid, and | ||||||
5 | until their successors are
appointed and qualified by taking | ||||||
6 | their oath of office.
| ||||||
7 | Upon the expiration of the term of each Commissioner | ||||||
8 | holding office on the effective date of this amendatory Act of | ||||||
9 | the 96th General Assembly, Commissioners shall serve for a term | ||||||
10 | of 3 years. | ||||||
11 | At the expiration of the term of each of the Commissioners, | ||||||
12 | and of each
succeeding Commissioner or in the event of a | ||||||
13 | vacancy, resignation, removal
or refusal to act, the Mayor of | ||||||
14 | the City of Peoria shall appoint a
Commissioner in the manner | ||||||
15 | hereinabove provided, to hold office in the case
of a vacancy | ||||||
16 | occurring for whatever reason, for the unexpired term or in
the | ||||||
17 | case of expiration, for a term of 3 5 years, and until his
or | ||||||
18 | her successor
is appointed and has qualified. Each appointment | ||||||
19 | shall become effective
upon the filing by the Mayor of a | ||||||
20 | certificate of the appointment in the
office of the City Clerk. | ||||||
21 | Any commissioner may be appointed to succeed
himself or | ||||||
22 | herself .

23 | No commissioner shall receive any compensation, whether in | ||||||
24 | form of
salary, per diem allowance or otherwise, for or in | ||||||
25 | connection with his
or her services as such commissioner. Each | ||||||
26 | Commissioner, however, shall be
entitled to reimbursement for |

1 | any necessary expenditures in connection with
the performance | ||||||
2 | of his or her duties.

4 | Section 99. Effective date. This Act takes effect upon | ||||||
