| 2 | | AMENDMENT NO. ______. Amend Senate Bill 3976, in Article 5, |
| 3 | | by inserting Section 5-20 in its proper numeric sequence as |
| 4 | | follows:

| 5 | | "Section 5-20. Communities of interest. Legislative and |
| 6 | | Representative Districts shall be established that do not |
| 7 | | divide communities of interest, except to comply with all |
| 8 | | federal laws, including the Voting Rights Act of 1965, as |
| 9 | | amended, and to achieve compactness, contiguity, and equality |
| 10 | | in population. For purposes of this Section, "communities of |
| 11 | | interest" are defined as a recognizable area with similar areas |
| 12 | | of interest based upon racial, ethnic, geographic, |
| 13 | | governmental, cultural, economic, and historical boundaries, |
| 14 | | as well as commonality of communications.".
