SENATE JOINT RESOLUTION

 
2     WHEREAS, The Intergovernmental Panel on Climate Change and
3 the National Academy of Sciences have found that the continued
4 buildup of greenhouse gases in the atmosphere adversely impacts
5 the global climate; and
 
6     WHEREAS, The greenhouse gas emissions of developing
7 countries are rising more rapidly than the emissions of the
8 United States and have surpassed the greenhouse gas emissions
9 of the United States and other developed countries; and
 
10     WHEREAS, The State of Illinois accounts for only 0.68% of
11 total global greenhouse gas emissions; and
 
12     WHEREAS, Any system to regulate greenhouse gas emissions
13 must not eliminate American jobs and diminish the ability of
14 American industry to compete in the global marketplace; and
 
15     WHEREAS, Any system to regulate greenhouse gas emissions
16 must not add to the already high costs of power or gasoline;
17 and
 
18     WHEREAS, Any system to regulate greenhouse gas emissions
19 must reward, and not punish, early adopters of energy-efficient
20 technologies and practices; and

1     WHEREAS, Any system to regulate greenhouse gas emissions
2 must adopt an international component to prevent "emissions
3 leakage" and ensure that emissions do not simply migrate to
4 another state or nation; and
 
5     WHEREAS, The only manner to quantify these emissions is
6 through a domestic and international greenhouse gas emissions
7 registry that is uniform, transparent, and verifiable; and
 
8     WHEREAS, Any system to regulate greenhouse gases must
9 ensure that the adopted regime does not result in the
10 off-shoring of international trade-sensitive industries; and
 
11     WHEREAS, The State of Illinois has already lost 246,200
12 manufacturing jobs since 1998; and
 
13     WHEREAS, Manufacturing accounts for $77 billion of the
14 Illinois Gross State Product and is the number one contributor
15 to the State's economy; and
 
16     WHEREAS, Any system to regulate greenhouse gas emissions
17 must ensure the availability of sufficient, affordable energy,
18 including clean energy, before restricting emissions in a
19 manner that could reduce the volume of energy available to
20 consumers; and

1     WHEREAS, Any system to regulate greenhouse gas emissions
2 must provide credits or allowances to support operations, such
3 as recycling, that reduce greenhouse gas emissions; therefore,
4 be it
 
5     RESOLVED, BY THE SENATE OF THE NINETY-SIXTH GENERAL
6 ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF REPRESENTATIVES
7 CONCURRING HEREIN, that we express the opinion that the United
8 States and the State of Illinois should combat global climate
9 change and reduce the emission of greenhouse gases in a manner
10 that is structured to promote American jobs, save American
11 citizens and industry from higher energy prices, reward early
12 adopters of efficient practices and technologies, prevent
13 "emissions leakage", and champion the global competitiveness
14 of American industry.
