| 1 | SENATE JOINT RESOLUTION
| ||||||
| 2 | WHEREAS, The Illinois General Assembly recognizes the | ||||||
| 3 | immeasurable benefit this State receives from the U.S. | ||||||
| 4 | Department of Defense, Defense Logistics Agency, the federal | ||||||
| 5 | law enforcement community, and the U.S. General Services | ||||||
| 6 | Administration's Donation Program; and
| ||||||
| 7 | WHEREAS, The law enforcement community attains many needed | ||||||
| 8 | supplies from the Law Enforcement Surplus Office (LESO), the | ||||||
| 9 | 1033 Program, and federal surplus programs operated by the | ||||||
| 10 | Department of Central Management Services and supplied by the | ||||||
| 11 | Department of Defense; and
| ||||||
| 12 | WHEREAS, The Illinois LESO and federal surplus programs | ||||||
| 13 | approve the transfer of a variety of excess and surplus federal | ||||||
| 14 | property to our communities, effectively reducing program | ||||||
| 15 | costs to our law enforcement agencies by acquiring items that | ||||||
| 16 | are new/unused or have been deemed excess to the federal | ||||||
| 17 | government; and
| ||||||
| 18 | WHEREAS, The Military Base Realignment and Closure of 2005 | ||||||
| 19 | has significantly reduced Illinois law enforcement access, and | ||||||
| 20 | that of the central and western states, to federal excess; | ||||||
| 21 | donation property has been short-supplied in recent months, | ||||||
| 22 | putting law enforcement agencies at a geographic disadvantage | ||||||
| |||||||
| |||||||
| 1 | for attaining necessary equipment and supplies; and | ||||||
| 2 | WHEREAS, The FCC has mandated a changeover to narrow-band | ||||||
| 3 | frequencies for public safety; and
| ||||||
| 4 | WHEREAS, This mandated changeover is costing public safety | ||||||
| 5 | agencies, including law enforcement and fire safety agencies, | ||||||
| 6 | thousand of dollars out of their already limited budgets; and
| ||||||
| 7 | WHEREAS, The timeframe for the changeover has changed for | ||||||
| 8 | some Illinois communities, putting them in an untenable | ||||||
| 9 | situation; therefore, be it
| ||||||
| 10 | RESOLVED, BY THE SENATE OF THE NINETY-SIXTH GENERAL | ||||||
| 11 | ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF REPRESENTATIVES | ||||||
| 12 | CONCURRING HEREIN, that we strongly urge the United States | ||||||
| 13 | Congress to place public safety communications infrastructure | ||||||
| 14 | and supplies at the top of their stimulus package priority | ||||||
| 15 | list; and be it further
| ||||||
| 16 | RESOLVED, That we strongly urge the United States | ||||||
| 17 | Department of Defense to renew and increase its supply of | ||||||
| 18 | essential excess and donation surplus equipment to Illinois | ||||||
| 19 | public safety officers through the 1033 Program, the LESO | ||||||
| 20 | Program, and the U.S. General Services Administration's | ||||||
| 21 | Donation Program (Federal Surplus); and be it further | ||||||

| 1 | RESOLVED, That suitable copies of this resolution be | ||||||
| 2 | delivered to the Majority Leader and Minority Leader of the | ||||||
| 3 | United States Senate, the Speaker and Minority Leader of the | ||||||
| 4 | United States House of Representatives, to each member of the | ||||||
| 5 | Illinois congressional delegation, and to the Secretary of the | ||||||
| 6 | United States Department of Defense.
