1 | SENATE JOINT RESOLUTION
| ||||||
2 | WHEREAS, It is the purpose of the National Conference of | ||||||
3 | State Legislatures
(NCSL) to (i) advance the effectiveness, | ||||||
4 | independence, and integrity of the
legislatures
as equal | ||||||
5 | coordinate branches of government in the states and territories | ||||||
6 | of the
United States and the Commonwealth of Puerto Rico; (ii) | ||||||
7 | seek to foster
interstate cooperation; (iii) vigorously | ||||||
8 | represent the states and their
legislatures in the American | ||||||
9 | federal system of government; and (iv) work for the
improvement | ||||||
10 | of the organization, processes, and operations of the state
| ||||||
11 | legislatures, the knowledge and effectiveness of individual | ||||||
12 | legislators and
staff, and the encouragement of the practice of | ||||||
13 | high standards of personal and
professional conduct by | ||||||
14 | legislators and staffs; and
| ||||||
15 | WHEREAS, The NCSL annual conference, since its inception in | ||||||
16 | 1975, has been
held in such celebrated American cities as New | ||||||
17 | York, Philadelphia, San
Francisco, Boston, New Orleans, | ||||||
18 | Indianapolis, Orlando, Denver, and Chicago, with Chicago
| ||||||
19 | hosting the event in 1982 and 2000; and
| ||||||
20 | WHEREAS, Pursuant to the vote of the Executive Committee of | ||||||
21 | the NCSL, Chicago, Illinois, was
selected and will serve as the | ||||||
22 | host city and state for the 2012 NCSL Legislative Summit; and

1 | WHEREAS, The City of Chicago, with its great cultural | ||||||
2 | wealth, vast diversity,
and its prominence as a global center | ||||||
3 | of conventions and tourism, serves as an
ideal setting to host | ||||||
4 | such a prestigious national event; and
| ||||||
5 | WHEREAS, By hosting a conference of such magnitude in the | ||||||
6 | State of Illinois
and the City of Chicago, both the city and | ||||||
7 | the State will benefit from the
influx of public and private | ||||||
8 | sector revenue as well as the distinction
associated with such | ||||||
9 | an event; and
| ||||||
10 | WHEREAS, The development and implementation of a concise | ||||||
11 | plan to successfully
fulfill the goals and high aspirations of | ||||||
12 | the annual NCSL conference requires
an extensive logistical and | ||||||
13 | preparatory approach; and
| ||||||
14 | WHEREAS, The General Assembly of the State of Illinois | ||||||
15 | realizes the necessity
of creating a special committee to | ||||||
16 | develop a succinct plan to bring to fruition
and enhance the | ||||||
17 | high standards that have been set by previous hosts of the
| ||||||
18 | annual conference; therefore, be it
| ||||||
19 | RESOLVED, BY THE SENATE OF THE NINETY-SIXTH GENERAL | ||||||
20 | ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF REPRESENTATIVES | ||||||
21 | CONCURRING HEREIN, that there is created a Host
Committee for | ||||||
22 | the NCSL Legislative Summit to be held in Chicago, Illinois, in |

| |||||||
1 | the year 2012; and be it further
| ||||||
2 | RESOLVED, That the Host Committee shall consist of 3 | ||||||
3 | members of the Senate
appointed by the President of the Senate, | ||||||
4 | one of whom shall be designated by the President of the Senate | ||||||
5 | as
a co-chairperson of the Host Committee; 3 members of the | ||||||
6 | Senate appointed by
the Minority Leader of the Senate; 3 | ||||||
7 | members of the House of Representatives
appointed by the | ||||||
8 | Speaker of the House, one of whom shall be designated by the | ||||||
9 | Speaker of the House as
a co-chairperson of the Host Committee; | ||||||
10 | and 3 members of the House of
Representatives appointed by the | ||||||
11 | Minority Leader of the House of
Representatives; and be it | ||||||
12 | further
| ||||||
13 | RESOLVED, That the Mayor of the City of Chicago, the | ||||||
14 | Executive Director of
the Chicago Convention and Tourism | ||||||
15 | Bureau, and the Director of the Department of
Commerce and | ||||||
16 | Economic Opportunity shall serve as ex-officio, non-voting | ||||||
17 | members of the Host
Committee; and be it further
| ||||||
18 | RESOLVED, That members of the Host Committee shall serve | ||||||
19 | without
compensation but shall be reimbursed for their | ||||||
20 | reasonable and necessary
expenses
incurred in the performance | ||||||
21 | of their official duties; and be it further
| ||||||
22 | RESOLVED, That the Host Committee may hire staff to advance |
| |||||||
| |||||||
1 | the objectives of
the Committee; and be it further
| ||||||
2 | RESOLVED, That under the direction of the Host Committee, | ||||||
3 | the Department of
Commerce and Economic Opportunity and
all | ||||||
4 | legislative agencies shall provide support services and | ||||||
5 | assistance; and be
it further
| ||||||
6 | RESOLVED, That the Host Committee shall formulate a plan | ||||||
7 | for the procedures
and activities of the conference; and be it | ||||||
8 | further
| ||||||
9 | RESOLVED, That the Host Committee shall undertake both | ||||||
10 | public and private
sector fundraising initiatives to support | ||||||
11 | and defray the costs associated with
hosting the conference; | ||||||
12 | and be it further
| ||||||
13 | RESOLVED, That suitable copies of this resolution shall be | ||||||
14 | distributed to the
President of the Senate, the Minority Leader | ||||||
15 | of the Senate, the Speaker of the
House of Representatives, the | ||||||
16 | Minority Leader of the House of Representatives,
the Mayor of | ||||||
17 | the City of Chicago, the Executive Director of the Chicago
| ||||||
18 | Convention and Tourism Bureau, the Director of Commerce and
| ||||||
19 | Economic Opportunity, and the Executive Directors of the | ||||||
20 | legislative agencies.
