Proposes to amend the Local Government Article of the Illinois Constitution. Provides that a single township or two or more contiguous townships may be disconnected from Cook County and may form a new county. Provides that the disconnection must be approved by referendum adopted by a majority of the votes cast on the proposition in the township or townships, as applicable. Effective upon being declared adopted.

| CONCURRING HEREIN, that there shall be submitted to the |
6 |
| electors of the State for adoption or rejection at the general |
7 |
| election next occurring at least 6 months after the adoption of |
8 |
| this resolution a proposition to amend Article VII of the |
9 |
| Illinois Constitution by changing Section 2 as follows:

| SECTION 2. COUNTY TERRITORY, BOUNDARIES AND SEATS
|
14 |
| (a) The General Assembly shall provide by law for the |
15 |
| formation,
consolidation, merger, division, and dissolution of |
16 |
| counties, and for
the transfer of territory between counties.
|
17 |
| (b) County boundaries shall not be changed unless approved |
18 |
| by
referendum in each county affected , except as provided in |
19 |
| subsection (d) .
|
20 |
| (c) County seats shall not be changed unless approved by
|
21 |
| three-fifths of those voting on the question in a county-wide
|
22 |
| referendum.
|

| (d) In Cook County, a single township or two or more |
