| SENATE RESOLUTION
|

| WHEREAS, There has been, and continues to be, a significant |
3 |
| expansion in the volume of personal property sold through |
4 |
| pawnbrokers, auction services, consignment sellers, and other |
5 |
| resellers; and
|
6 |
| WHEREAS, There has been, and continues to be, a similar |
7 |
| increase in the volume of stolen personal property sold through |
8 |
| pawnbrokers, auction services, consignment sellers, and other |
9 |
| resellers; and
|
10 |
| WHEREAS, Access by law enforcement to sales-related |
11 |
| information generated by pawnbrokers, auction services, |
12 |
| consignment sellers, and other resellers has always been an |
13 |
| important tool in combating burglary, robbery, theft, and other |
14 |
| crimes directed at personal property; and
|
15 |
| WHEREAS, Recent advances in electronic data collection and |
16 |
| compilation have greatly simplified both the reporting of |
17 |
| sales-related information by pawnbrokers, auction services, |
18 |
| consignment sellers, and other resellers; and
|
19 |
| WHEREAS, These same advances have created opportunities |
20 |
| for law enforcement to access sales-related information at |
21 |
| increasingly shorter intervals after the date of sale; and
|

| WHEREAS, Law enforcement agencies, pawnbrokers, auction |
2 |
| services, consignment sellers, resellers, and information |
3 |
| technology-related businesses in several states have created |
4 |
| differing systems to provide law enforcement with timely access |
5 |
| to sales-related information; therefore, be it
|
6 |
| RESOLVED, BY THE SENATE OF THE NINETY-SIXTH GENERAL |
7 |
| ASSEMBLY OF THE STATE OF ILLINOIS, that there is created the |
8 |
| Re-Sellers' Electronic Reporting Task Force, consisting of 17 |
9 |
| members appointed as follows: |
10 |
| (1) two members of the Senate, one member appointed by |
11 |
| the President of the Senate, and one member appointed by |
12 |
| the Minority Leader of the Senate; the member appointed by |
13 |
| the President of the Senate shall serve as chair of the |
14 |
| Task Force; |
15 |
| (2) three members appointed by the Governor; and |
16 |
| (3) twelve members who are not members of the General |
17 |
| Assembly appointed by the chair of the Task Force |
18 |
| representing a range of interests, including: law |
19 |
| enforcement, pawnbrokers, consignment sellers, |
20 |
| auctioneers, insurance companies, and the general public; |
21 |
| and be it further
|
22 |
| RESOLVED, That all members shall serve without |
23 |
| compensation but shall be reimbursed for their reasonable and |
|
|

| necessary expenses from funds appropriated for that purpose; |
2 |
| and be it further |

| RESOLVED, That the Task Force shall study the various |
4 |
| systems, technologies, and methods of operation for providing |
5 |
| law enforcement with timely access to information relating to |
6 |
| the sales of personal property by pawnbrokers, auction |
7 |
| services, consignment sellers, and other resellers, and shall |
8 |
| consult with such law enforcement agencies, pawnbrokers, |
9 |
| auction services, consignment sellers, resellers, and other |
10 |
| persons or entities as it may deem fit, including, but not |
11 |
| limited to, providers of technology and services relating to |
12 |
| the collection, compilation, storage, and access to such |
13 |
| information; and be it further
|
14 |
| RESOLVED, That on or before December 31, 2009, the Task |
15 |
| Force shall report to the General Assembly concerning its |
16 |
| recommendations regarding the systems and technologies, |
17 |
| together with their usage and potential funding mechanisms and |
18 |
| sources, to be implemented to create a state-wide system for |
19 |
| the collection of nation-wide sales-related information by |
20 |
| pawnbrokers, auction services, consignment sellers, and other |
21 |
| resellers, and for the compilation, storage and timely access |
22 |
| to such information by law enforcement and shall include |
23 |
| proposed legislation to implement its recommendations, if |
24 |
| needed; and be it further
