SENATE RESOLUTION

    WHEREAS, The members of the Illinois Senate are saddened to 
3
learn of the death of C. Kevin Payne, who passed away at 11:00 
4
A.M. on February 12, 2009; and

 
5
    WHEREAS, C. Kevin Payne was born on October 9,1957 in 
6
Morton to Charles Terry and Dixie Wilson Payne; and

 
7
    WHEREAS, Mr. Payne married the love of his life and his 
8
best friend, Linda Leemon, on April 5, 1980; she survives, 
9
along with their son, Matt; and

 
10
    WHEREAS, Mr. Payne also is survived by his mother, Dixie 
11
Wilson Payne; his brothers, Keith Payne, Kent Payne, and Kyle 
12
Payne; and his sister, Kathy Jackson; and

 
13
    WHEREAS, Mr. Payne was preceded in death by his father, 
14
Charles Terry; and

 
15
    WHEREAS, Mr. Payne was employed as a gas journeyman for 
16
Ameren IP in Champaign and was also a farmer; and

 
17
    WHEREAS, Mr. Payne was a member of the American Shorthorn 
18
Association, the Illinois Shorthorn Association, and IBEW 
19
Local 51; and

    WHEREAS, Mr. Payne enjoyed showing cattle, hunting, and 
2
farming; and

 
3
    WHEREAS, Mr. Payne was laid to rest at the Payne family 
4
cemetery in Brocton; and
 
5
    WHEREAS, C. Kevin Payne's lived a full life; he was loved 
6
by many and will be missed by not only his family, but the many 
7
friends he left behind; therefore, be it

 
8
    RESOLVED, BY THE  SENATE OF THE NINETY-SIXTH GENERAL 
9
ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn, along with 
10
his family and friends, the passing of C. Kevin Payne; and be 
11
it further

 
12
    RESOLVED, That a suitable copy of this resolution be 
13
presented to the family of C. Kevin Payne as an expression of 
14
our sympathy.
