| 1 | SENATE RESOLUTION
| ||||||
| 2 | WHEREAS, The members of the Illinois Senate are saddened to | ||||||
| 3 | learn of the death of
Phillip Allan Simpson of Carlinville, who | ||||||
| 4 | passed away on June 21, 2009; and
| ||||||
| 5 | WHEREAS, Phillip Simpson was born on February 20, 1940 in | ||||||
| 6 | Cairo, Illinois; he was the son of James Robert and Anne | ||||||
| 7 | (Spies) Simpson; he married Mary Ann Bilauski on February 18, | ||||||
| 8 | 1967 in Carlinville; she passed away on August 11, 1997; he | ||||||
| 9 | later married Wilma Rhoads in December of 1998; she passed away | ||||||
| 10 | in June of 1999; and
| ||||||
| 11 | WHEREAS, Phillip Simpson served his country with pride and | ||||||
| 12 | distinction as a member of the United States Army during peace | ||||||
| 13 | time in the Philippines; and
| ||||||
| 14 | WHEREAS, Phillip Simpson retired from the quality control | ||||||
| 15 | engineering department of Missouri Metals on September 2, 2002; | ||||||
| 16 | he had 18 years of commercial - Petro Chemical & Power Piping | ||||||
| 17 | experience, 14 years of nuclear technology experience, and 14 | ||||||
| 18 | years in various aerospace aircraft departments; he also earned | ||||||
| 19 | top secret military and nuclear site clearance; and
| ||||||
| 20 | WHEREAS, Phillip Simpson held certificates in EG&G | ||||||
| 21 | Leadership, environmental compliance, computer school, and | ||||||
| |||||||
| |||||||
| 1 | Hazmat school; he had been a site trainer for "General Safety | ||||||
| 2 | Awareness" and a "Site Internal Auditors" Trainer; he helped | ||||||
| 3 | with Judge Reilly's Environmental (RCRA 2000) compliance, | ||||||
| 4 | helped in making the transition to ISO 9000-2000, and was an | ||||||
| 5 | ISO internal auditor; in 1998, he was given the EG&G WARP Award | ||||||
| 6 | for his many individual achievements; and
| ||||||
| 7 | WHEREAS, Phillip Simpson was a member of Zion Lutheran | ||||||
| 8 | Church, the National Rifle Association, and the American Legion | ||||||
| 9 | Post 554; in addition, he was currently serving as the | ||||||
| 10 | president and secretary of the Honda Riders Chapter 23 Club; | ||||||
| 11 | and
| ||||||
| 12 | WHEREAS, Phillip Simpson enjoyed target shooting, riding | ||||||
| 13 | his motorcycle, his convertible, and spending time with his | ||||||
| 14 | grandchildren and attending their events; and | ||||||
| 15 | WHEREAS, Phillip Simpson was preceded in death by his | ||||||
| 16 | nephew, Glen Poole; and
| ||||||
| 17 | WHEREAS, Phillip Simpson is survived by his parents; his | ||||||
| 18 | daughters, Michelle Millard (Chris) and Lisa Bowman (Tim); his | ||||||
| 19 | grandchildren, Erica and Rachel Millard and Ryan and Sydney | ||||||
| 20 | Bowman; his sisters, Diane Papasifakis and Judy Poole (Danny); | ||||||
| 21 | and several nieces and nephews; therefore, be it
| ||||||

| 1 | RESOLVED, BY THE SENATE OF THE NINETY-SIXTH GENERAL | ||||||
| 2 | ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn, along with | ||||||
| 3 | his family and friends, the passing of Phillip Allan Simpson; | ||||||
| 4 | and be it further
| ||||||
| 5 | RESOLVED, That a suitable copy of this resolution be | ||||||
| 6 | presented to the family of Phillip Simpson as an expression of | ||||||
| 7 | our sympathy.
