| SENATE RESOLUTION

| WHEREAS, It is necessary for the Congress of the United |
| 3 |
| States to provide a fair and effective approach to climate and |
| 4 |
| energy supply issues in order to safeguard American jobs, |
| 5 |
| ensure affordable energy for America, and maintain America's |
| 6 |
| global competitiveness; and
|
| 7 |
| WHEREAS, The U.S. Environmental Protection Agency's plan |
| 8 |
| to regulate greenhouse gas (GHG) emissions from new cars and |
| 9 |
| light trucks will trigger the same regulation of GHG emissions |
| 10 |
| from stationary sources, like manufacturing facilities, power |
| 11 |
| plants, hospitals, and commercial establishments; and
|
| 12 |
| WHEREAS, Regulating greenhouse gas emissions from |
| 13 |
| "stationary sources" under the Clean Air Act would be a great |
| 14 |
| anchor on manufacturing and the economy in general; and
|
| 15 |
| WHEREAS, The pending USEPA effort would burden progress on |
| 16 |
| 2 of the nation's top priorities, environmental improvement and |
| 17 |
| economic recovery, by imposing onerous permitting requirements |
| 18 |
| that will significantly delay or even eliminate investments in |
| 19 |
| new energy-efficient technologies; and
|
| 20 |
| WHEREAS, Over 4 million jobs were lost in 2009, and these |
| 21 |
| proposed regulations have the potential to cause even more job |
