| SENATE RESOLUTION

| WHEREAS, The members of the Illinois Senate are saddened to |
3 |
| learn of the death of Dr. David Arnold Frier Jr. of |
4 |
| Springfield, who passed away on February 27, 2010; and
|
5 |
| WHEREAS, He was a member of the Illinois Prisoner Review |
6 |
| Board and served under two governors; he was born in Benton in |
7 |
| 1931; and
|
8 |
| WHEREAS, He received bachelor's, master's, and doctoral |
9 |
| degrees from Southern Illinois University at Carbondale; he was |
10 |
| a tenured professor at Western Illinois University, where he |
11 |
| taught political science for 20 years; a number of his |
12 |
| students, including Mary Matalin and Senator Kirk Dillard, went |
13 |
| on to political careers; and
|
14 |
| WHEREAS, He was also a noted antique dealer and collector |
15 |
| and for many years had a shop in Macomb, as well as exhibiting |
16 |
| at shows around the Midwest; he was known for painting Illinois |
17 |
| River duck decoys, which are widely sold at shows across the |
18 |
| United States and on eBay; and
|
19 |
| WHEREAS, Dr. David Frier is survived by his wife, Yasna; |
20 |
| and his six children, Timothy David, Kerry Dee, Randy Ryan, |
21 |
| Bruce Hale, Jennifer Rae, and John David; therefore, be it
