2 | WHEREAS, The United States Army Corps of Engineers | ||||||
3 | constructed the Lucas-Berg Confined Dredged Material Disposal | ||||||
4 | Facility in the early 1980s with the intention of dumping | ||||||
5 | sediments dredged from the Cal-Sag Channel about 1,200 feet | ||||||
6 | into the Lucas-Berg Pit in the Village of Worth; and
| ||||||
7 | WHEREAS, The Lucas-Berg Pit is located in an area | ||||||
8 | surrounded by schools, churches, homes, public transportation, | ||||||
9 | food establishments, and housing for the elderly; and
| ||||||
10 | WHEREAS, Previous studies of dredged sedimentary materials | ||||||
11 | from the Cal-Sag Channel found that the dredged materials | ||||||
12 | contained dangerous levels of toxins; and
| ||||||
13 | WHEREAS, The dumping of these dredged sedimentary | ||||||
14 | materials into the Lucas-Berg Pit would settle in proximity to | ||||||
15 | groundwater and pose a potential hazard to the air and drinking | ||||||
16 | water of the community; and
| ||||||
17 | WHEREAS, The dumping of dangerous dredged sedimentary | ||||||
18 | materials into the Lucas-Berg Pit poses a threat to the Village | ||||||
19 | of Worth and its residents due to the possibility of causing | ||||||
20 | serious illnesses, including mercury poisoning, lead | ||||||
21 | poisoning, anemia, brain damage, birth defects, kidney |

1 | dysfunction, and lung impairments; and
| ||||||
2 | WHEREAS, Previous studies regarding the Lucas-Berg Pit | ||||||
3 | were used to defeat attempts by the United States Army Corps of | ||||||
4 | Engineers from disposing the dredged sedimentary materials | ||||||
5 | into the pit; and
| ||||||
6 | WHEREAS, A new study conducted by the United States Army | ||||||
7 | Corps of Engineers has identified 20 potential alternative | ||||||
8 | sites that could replace the Lucas-Berg Confined Placement | ||||||
9 | Facility; and | ||||||
10 | WHEREAS, New attempts by the United States Army Corps of | ||||||
11 | Engineers have been initiated to dispose of 17,250 cubic yards | ||||||
12 | of contaminated sediment per year from the Cal-Sag Channel into | ||||||
13 | the Lucas-Berg Pit; therefore, be it
| ||||||
14 | RESOLVED, BY THE SENATE OF THE NINETY-SIXTH GENERAL | ||||||
15 | ASSEMBLY OF THE STATE OF ILLINOIS, that we state our opposition | ||||||
16 | to the use of the Lucas-Berg Confined Dredged Material Disposal | ||||||
17 | Facility and the dumping of dredged sedimentary materials into | ||||||
18 | the Lucas-Berg Pit due to the threat to human life and safety | ||||||
19 | in the surrounding area; and be it further
| ||||||
20 | RESOLVED, That we urge the United States Army Corps of | ||||||
21 | Engineers to find an alternative, safe resting site for |

| |||||||
1 | sediments dredged from the Cal-Sag Channel; and be it further | ||||||
2 | RESOLVED, That a suitable copy of this resolution be | ||||||
3 | presented to the United States Army Corps of Engineers, the | ||||||
4 | Illinois Environmental Protection Agency, and the Village of | ||||||
5 | Worth.
