SENATE RESOLUTION

WHEREAS, The members of the Illinois Senate are saddened to learn of the death of Samuel J. Van Scoyoc, Sr. of Bloomington, who passed away on July 3, 2010; and

WHEREAS, Samuel Van Scoyoc, Sr. was born March 4, 1939, in Kewanee; he was the son of Delmar Emery and Freda Marie Betar Van Scoyoc; he married Norma J. Lebre on October 10, 1964, in Dixon; and

WHEREAS, Samuel Van Scoyoc, Sr. served as a medic with the United States Army from 1961 to 1964; he served in Vietnam during his time with the Army; and

WHEREAS, Samuel Van Scoyoc, Sr. earned his bachelor's degree from Illinois State University, where he majored in special education and minored in elementary education; he was a member of the Black Friars and served as the sports editor for The Vidette while at ISU; and

WHEREAS, Samuel Van Scoyoc, Sr. had a long and distinguished career in numerous fields; he was employed in pharmaceutical sales with Parke Davis; he served as the marketing director at Bloomington Federal Savings and Loan, which was later called Champion Federal and First of America Bank, where he received the James H. Duncan Award for performance excellence; he served as the marketing director at The Pantagraph; he last worked in the marketing department at State Farm Bank; and

WHEREAS, Samuel Van Scoyoc, Sr. participated in many local civic activities, including the Jaycees, where he served as the president of the local chapter and had served as the national director for the State of Illinois; he also received the award of Jaycee International Senator; and

WHEREAS, Samuel Van Scoyoc, Sr. served as the treasurer for the McLean County Chapter of the American Heart Association for 25 years; he served on the board of the McLean County United Way; he was a member and past president of the ISU Alumni Board and a current member of the ISU Foundation Board; he served on the McLean County Planning Commission; he served on the BroMenn Foundation Board; he also served as past president of Beyond the Books; and

WHEREAS, Samuel Van Scoyoc, Sr. was a strong supporter of BHS athletics; he was also a 25-year member of the chain gang at home football games; and

WHEREAS, Samuel Van Scoyoc, Sr. was preceded in death by his parents; his twin sister, Sally Aikens; and his sister, Susan Chiverton; and

WHEREAS, Samuel Van Scoyoc, Sr. is survived by his wife; his children, Samuel (Christy) Van Scoyoc Jr., Dr. John (Dr. Stacey) Van Scoyoc, Anna (James Damron) Van Scoyoc, and Sara (Tom) Simmons; his grandchildren, Samuel Van Scoyoc III, Megan Van Scoyoc, Peter Van Scoyoc, Jacob Van Scoyoc, Lucas Van Scoyoc, James Damron, and Joseph Damron; and his aunt, Olga Thingvold; and

WHEREAS, Samuel Van Scoyoc, Sr. will be remembered fondly by his family and friends for his sense of humor and hearty laugh, which will be missed by all who knew and loved him; therefore, be it

RESOLVED, BY THE SENATE OF THE NINETY-SIXTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn, along with his family and friends, the passing of Samuel J. Van Scoyoc, Sr.; and be it further

RESOLVED, That a suitable copy of this resolution be presented to the family of Samuel Van Scoyoc, Sr. as an expression of our sympathy.
