2 | WHEREAS, The members of the Illinois Senate are saddened to | ||||||
3 | learn of the death of
Samuel J. Van Scoyoc, Sr. of Bloomington, | ||||||
4 | who passed away on July 3, 2010; and
| ||||||
5 | WHEREAS, Samuel Van Scoyoc, Sr. was born March 4, 1939, in | ||||||
6 | Kewanee; he was the son of Delmar Emery and Freda Marie Betar | ||||||
7 | Van Scoyoc; he married Norma J. Lebre on October 10, 1964, in | ||||||
8 | Dixon; and
| ||||||
9 | WHEREAS, Samuel Van Scoyoc, Sr. served as a medic with the | ||||||
10 | United States Army from 1961 to 1964; he served in Vietnam | ||||||
11 | during his time with the Army; and
| ||||||
12 | WHEREAS, Samuel Van Scoyoc, Sr. earned his bachelor's | ||||||
13 | degree from Illinois State University, where he majored in | ||||||
14 | special education and minored in elementary education; he was a | ||||||
15 | member of the Black Friars and served as the sports editor for | ||||||
16 | The Vidette while at ISU; and | ||||||
17 | WHEREAS, Samuel Van Scoyoc, Sr. had a long and | ||||||
18 | distinguished career in numerous fields; he was employed in | ||||||
19 | pharmaceutical sales with Parke Davis; he served as the | ||||||
20 | marketing director at Bloomington Federal Savings and Loan, | ||||||
21 | which was later called Champion Federal and First of America |

1 | Bank, where he received the James H. Duncan Award for | ||||||
2 | performance excellence; he served as the marketing director at | ||||||
3 | The Pantagraph; he last worked in the marketing department at | ||||||
4 | State Farm Bank; and
| ||||||
5 | WHEREAS, Samuel Van Scoyoc, Sr. participated in many local | ||||||
6 | civic activities, including the Jaycees, where he served as the | ||||||
7 | president of the local chapter and had served as the national | ||||||
8 | director for the State of Illinois; he also received the award | ||||||
9 | of Jaycee International Senator; and
| ||||||
10 | WHEREAS, Samuel Van Scoyoc, Sr. served as the treasurer for | ||||||
11 | the McLean County Chapter of the American Heart Association for | ||||||
12 | 25 years; he served on the board of the McLean County United | ||||||
13 | Way; he was a member and past president of the ISU Alumni Board | ||||||
14 | and a current member of the ISU Foundation Board; he served on | ||||||
15 | the McLean County Planning Commission; he served on the BroMenn | ||||||
16 | Foundation Board; he also served as past president of Beyond | ||||||
17 | the Books; and | ||||||
18 | WHEREAS, Samuel Van Scoyoc, Sr. was a strong supporter of | ||||||
19 | BHS athletics; he was also a 25-year member of the chain gang | ||||||
20 | at home football games; and
| ||||||
21 | WHEREAS, Samuel Van Scoyoc, Sr. was preceded in death by | ||||||
22 | his parents; his twin sister, Sally Aikens; and his sister, |

1 | Susan Chiverton; and
| ||||||
2 | WHEREAS, Samuel Van Scoyoc, Sr. is survived by his wife; | ||||||
3 | his children, Samuel (Christy) Van Scoyoc Jr., Dr. John (Dr. | ||||||
4 | Stacey) Van Scoyoc, Anna (James Damron) Van Scoyoc, and Sara | ||||||
5 | (Tom) Simmons; his grandchildren, Samuel Van Scoyoc III, Megan | ||||||
6 | Van Scoyoc, Peter Van Scoyoc, Jacob Van Scoyoc, Lucas Van | ||||||
7 | Scoyoc, James Damron, and Joseph Damron; and his aunt, Olga | ||||||
8 | Thingvold; and | ||||||
9 | WHEREAS, Samuel Van Scoyoc, Sr. will be remembered fondly | ||||||
10 | by his family and friends for his sense of humor and hearty | ||||||
11 | laugh, which will be missed by all who knew and loved him; | ||||||
12 | therefore, be it

13 | RESOLVED, BY THE SENATE OF THE NINETY-SIXTH GENERAL | ||||||
14 | ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn, along with | ||||||
15 | his family and friends, the passing of Samuel J. Van Scoyoc, | ||||||
16 | Sr.; and be it further
| ||||||
17 | RESOLVED, That a suitable copy of this resolution be | ||||||
18 | presented to the family of Samuel Van Scoyoc, Sr. as an | ||||||
19 | expression of our sympathy.
