New Act

Synopsis As Introduced
Creates the Illinois and Midwest High-Speed Rail Commission Act. Contains provisions concerning the composition of the Illinois and Midwest High-Speed Rail Commission. Provides that by November 20, 2011, the Commission must prepare and issue a report recommending the best governmental structure for a public-private partnership to design, build, operate, maintain, and finance a high-speed rail system for the State. Provides that a follow-up report shall be issued by October 1, 2012. Repeals the Act on January 1, 2015. Effective immediately.

House Committee Amendment No. 1
Adds the Chairman of the Illinois Commerce Commission to the Illinois and Midwest High-Speed Rail Commission. Makes corresponding changes to the number of members (now 20 instead of 19, with 8 ex-officio members instead of 7) and re-numbers the list of members. Provides that the Commission shall meet monthly until January 2012 (instead of April 2011). Provides that the Commission's report shall be issued by April 20, 2012 (instead of November 20, 2011) and that the follow-up report shall be filed by February 1, 2013 (instead of October 1, 2012).
